Also includes Whitlow's political papers as chairman, Callaway County Democratic Committee; member, State Democratic Committee, 1937-1939; and state senator from the 10th district, 1938-1942. These papers concern campaign programs, publicity and speakers; public opinion and reaction to proposed legislation; constituent requests and endorsements; and Senate bills, amendments and committee work.
